HARARE – Trial for suspended Harare City town clerk Hosiah Abraham Chisango, which was scheduled for today failed to kick off due to unavailability of another State witness.

Chisango, is being charged with criminal abuse of office and fraud emanating from the Pokugara land dispute in Borrowedale Harare.

The State led by Zivanai Macharaga alleges that sometime in 2018 at the High Court of Zimbabwe Civil Division, Harare, Chisango, in his own capacity and representing City of Harare filed a false written statement in case HC 8943/18 and lied in that affidavit that there was no payment that was made to the 2nd accused person (Harare City Council) for approval of building plans which were attached to one land developer Georgios Katsimberis’ founding affidavit when infact a payment of US$3,707 had been processed.

“Hosiah Chisango in his personal capacity and as well as the Town Clerk representative of 2nd Accused jointly filed a false written statement in case HC 8943/18 knowingly or realizing that there was real risk or possibility that the statement was false.

“And lied in that affidavit that there was no payment that was made to the 2nd accused person for approval of building plans which were attached to the applicant’s founding affidavit in case HC 8943/19 when in actual a payment of US$3,797,00 was made to the 2nd Applicant for such approval,” reads Court documents seen by The Harare Times.

Chisango also reportedly lied that the show house built by Katsimberis was built without approved building plans. This prompted the demolition of Katsimberis’ show house he had build at Pokugara Properties worthy
US$300,000.

Contrary to the above, Katsimberis stressed that it was one or both of the accused person who made such an application for approval of building plan for stand 8.

Currently Chisango is Rotten Row Magistrate Courts resident were he is facing a litany of charges ranging from abuse of office and corruption emanating from shoddy land dealings in Harare.
